Allow observation of ServerClosedEvents during client shutdown

      Per CDRIVER-4137, libmongoc does not emit ServerClosedEvents when a client is closed. This behavior does not conform to the SDAM Monitoring spec.

      For this reason, serverClosedEvent-001.phpt only runs on load balanced topologies, where such events are emitted.

      After CDRIVER-4137 is addressed, we can remove the corresponding skip in serverClosedEvent-001.phpt and run the test on all topologies.
