Document constructor error behavioral differences for PHP and HHVM

      PHP and HHVM may ultimately end up differing in how constructor errors are handled for zend_parse_parameters() (in PHP) or method signature processing (in HHVM). If we do end up leaving each extension idiomatic for the runtime, we should document these differences.
