Windows builds should generate libmongoc and libbson config and version files

      Following instructions for compiling PECL extensions on Windows, I noticed that the version files for libmongoc and libbson (e.g. bson-version.h) were not regenerated. This causes PHPC to report an outdated version for both bundled libraries.

      For instances, a build of 1.0.0-beta2 reported libbson 1.1.3, even though the submodule is clearly 1.2.0-rc0.
