In order to clean up dependencies and ensure continued upgrades, we need to drop support for Composer 1.x. Composer 2 supports all PHP versions we currently support, and upgrading to it does not have any downsides for consumers.
Composer 1 was deprecated in October 2022, and packagist.org (the main package registry used by PHP users) is slowly dropping support for Composer 1 itself.
