Use rector for automatic refactor in CI and locally

      Some code can be automatically refactored and optimised with rector. By adding this tool in the PHPLIB project and in the CI, we can enforce consistency in the codebase with low efforts. 

      Some rules may require function polyfill, like PHP 7.3 functions.

      This need popped from a code review.
