Database::withOptions() does not inherit builderEncoder option

      mongodb/mongo-php-library@be2df01 for PHPLIB-1505 introduced the "builderEncoder" driver option. While it is handled by the various select methods and inherited in Collection::withOptions(), the option is never inherited in Database::withOptions().

      This should be fixed with a corresponding regression test.
