PHPC did not implement a test runner for retryable write spec tests in PHPC-986, as libmongoc already does so. If we would like to implement these tests for PHP down the line, it would be more efficient to do so in PHPLIB so that we can reuse code from the CRUD spec test harness (PHPLIB-231).
