Since MongoDB 3.6, it is possible to execute collection-agnostic aggregation pipelines that utilize command operators (e.g. $currentOp). We should allow the Aggregate operation to be constructed without a collection name to support this.

Note: this ticket does not pertain to creation of a Database::aggregate() helper method. That may be done down the line after a drivers specification is written.
