To help with testing upcoming features and ensure that upcoming driver versions are still compatible with the library, it should be able to manually compile the driver in builds as opposed to installing it from pecl.

This will be necessary when testing FLE features, as we would otherwise have to tag alpha releases of the driver, which might not be desired during early development stages.
