Remove assertIndexExists workaround for libmongoc bug

      An outstanding bug in libmongoc currently causes some assertIndexExists test runner operations in CSFLE spec tests to fail.

      This should be removed once CDRIVER-4401 is resolved and PHPC is bumped.
