Remove redundant Auth/SSL testing

      We currently test NoAuth/NoSSL, NoAuth/SSL, Auth/NoSSL, Auth/SSL on all platforms and Python versions.

      For MongoDB versions without SSL support, we should only test NoAuth/NoSSL and Auth/NoSSL.
      For MongoDB versions with SSL support, we should only test NoAuth/NoSSL and Auth/SSL.
