Drop support for CPython 2.6
Python 2.6 reached end of life in October 2013. The Python packaging tools (setuptools, pip, wheel, manylinux) have all dropped support. It's time for PyMongo to do so as well.
This ticket depends on support for OP_MSG and SCRAM-SHA-256 so developers can keep using Python 2.6 with an older version of PyMongo and newer versions of MongoDB (though not newer features) for the forseeable future.
