      Stop claiming we only ship binary packages on OSX and Windows. Add notes on how to build from source on modern macOS. Change the Windows build docs to recommend the Microsoft Visual C++ Compiler for Python 2.7 instead of Visual Studio 2008. Also, fix up RELEASE.rst to more closely match what we do today.
