We should drop support for Python 3.4 in v3.13. Python 3.4 went EOL over 2 years ago (March 18, 2019). Downloads for 3.4 are a tiny 0.05% (or 0.1% on a good day). Meanwhile we devote an unnecessary amount of time fixing bugs in 3.4 support and CI (PYTHON-2782, PYTHON-2780, PYTHON-2737, PYTHON-2440).
Let's drop support now so that we don't need to keep maintaining it in PyMongo 3.
