      The build team is winding down support for OSes that are either unsupported or in extended security maintenance (ESM) as part of PM-3193.

      We are currently using Ubuntu 18.04, which enters ESM this year. Switch to using RHEL 7.6 until June 2024, at which time we'll have to move to a newer platform.

      We are also currently using rhel7.0-fips, which can be upgraded to rhel8.0-fips.
