Drop support for pypy3.7

      The last release of PyPy with support for Python 3.7 was PyPy v7.3.9, in March 2022.  

      Dropping support would allow us to remove workarounds, including cryptography, which only supports PyPy v7.3.11+, and a UTF encoding bug.

      We should replace pypy3.7 in our test matrix with pypy3.10.
