The Scientific Python Library Development Guide has an associated tool, sp-repo-review, that has a lot of suggested best practices around linting, typing, and formatting configuration.
They offer a pre-commit hook, but we don't necessarily want to use all the features, and the tool itself requires Python 3.10. I ran the tool locally and applied the changes that make sense.
