      Context

      We currently use CODEOWNERS, and "auto assignment" to assign reviewers. However, this means that all team members are still automatically subscribed to all PRs.
      Instead, we can have a list of assignees and auto-assign someone to the PR using the credentials of our GitHub App. We will start with random assignment and later consider more advanced strategies.

      Definition of done

      CODEOWNERS is removed and assignees are randomly assigned.

      Pitfalls

      The list of names will be hard-coded in the repo, and it won't be as fully featured as the GitHub auto-assign.
