Add spec runner convenience function

      Context

      Currently astrolabe has to hack into the internals of the PyMongo test suite to run a test. We should have a function that accepts a TEST_SPEC and runs the test. This function should be tested from PyMongo to prevent regressions in astrolabe.

      Definition of done

      Provide the function, test in PyMongo, and use in astrolabe.
