      Context

      generate_config.py is getting too unwieldy at 1400 lines. We can move the utility functions to a separate file. I don't think we want to separate the functions, tasks, and variants into separate files though, since you often want to edit them at the same time, and would lose context.

      Definition of done

      Create a helper file for generate_config.py.
