localThresholdMS (and secondaryAcceptableLatencyMS) should accept 0

      For some reason lost to history we decided that secondaryAcceptableLatencyMS can't be 0. This carried over to localThresholdMS in PyMongo 3.0. mongos does not have this limitation, so neither should PyMongo.
