As discussed on slack, making bindgen easier to use from cmake requires at least cmake 3.17 in order to use `CMAKE_CURRENT_FUNCTION_LIST_DIR`. It sounded like the plan would be to just upgrade all the way to the current latest cmake version so that we can take advantage of other new features.
