Sync client should allow server bootstrapping at any time

      For some server features, it may be useful if the sync client allows a query to re-bootstrap whenever it needs to. The alternative would be the server letting the client know it needs to rebootstrap so the client can send a COQ (either by duplicating the current one, or wait until the next query is sent to the server if it exists already). Since three server features would already benefit from this, it makes sense to add it as a feature to the client.
