Add command line argument to install_baas.sh to specify location returned by server

      Currently, the location endpoint when running baas locally via install_baas.sh always returns http://localhost:9090/ws://localhost:9090.

      Add a command line argument to install_baas.sh that takes a base url (e.g. "http://localhost:9090") and updates the location settings section of the etc/configs/test_config.json file in the local copy of the baas repo to use the http(s) and ws(s) variations of the provided base url prior to starting baas.

      Something like sed or awk will be needed to update the file in place with the new location url.
