After merging #4366, we want to clean out the remaining bits of the Binary handling in node.js.
`NodeBinary` and `NodeBinaryManager` in node_buffer.hpp have dangling pointers and are needlessly complicated.
We should be able to remove them with minimal effort.

The code was introduced in #3516 and released in v10.4.1.
