Write tests for UserProvider

      At the time the UserProvider was created, it was not clear how to deploy an App for testing in Jest.
      This can now be done and examples are available in the auth hooks tests.

      Tests should now be written for the UserProvider, specifically for user events and predictable re-render effects.
