What happened?

I have 2 FlexibleSyncConfiguration settings in one app. Hereinafter, they will be referred to as A and B.

However, the first open A seems to run PopulateInitialSubscriptions ,
The B that opens next doesn't seem to perform PopulateInitialSubscriptions .
