Unify test event subscriber classes

      The test suite currently defines four event subscriber classes:

      • EventSubscriber
      • TestHeartbeatSubscriber
      • Mongo::SDAMMonitoring::TestSubscriber
      • TestSubscriber in command monitoring

      These perform substantially the same work and can all be combined into a single event subscriber.
