Don't require ReadPreferenceOptions for non-primary read preferences

      We seem to always require users specify ReadPreferenceOptions when constructing a non-primary ReadPreference, even though there are no required options. It would be a little nicer to make the stored options Option<ReadPreferenceOptions>.
