As part of SPM-3729, we introduced the "config.shard.databases" collection on shards to persist the authoritative db metadata, mirroring "config.databases" from the config server. However, the _configsvrRunRestore operation encounters issues because it does not expect this collection and subsequently fails.

This ticket aims to ban `run_restore.js` test when the feature flag for SPM-3729 is enabled, while we work in a proper fix (SERVER-100083).
