Update wait_for_files to be False by default and set it to true on evergreen runs

      Resmoke improvements:

      • Update wait_for_files to be False by default and only true on evergreen runs
        • This allow us to more consistently re-run from the evergreen "local resmoke invocation" file and ensure the fixture is setup correctly.
      • specify trySbeEngine in the resmoke suite rather than in the individual evergreen tasks.
