Remove TODO from unshardCollection and moveCollection failover shutdown tests

      In SERVER-87812, multiversion_incompatible tag was removed from multiple tests, except these 2 tests:

      • unshard_collection_failover_shutdown.js
      • move_collection_failover_shutdown.js

      which have caused BF-36867

      As explained in BF-36867, both these tests require the "multiversion_incompatible" tag because multiversion testing does not support tests that kill and restart nodes. Remove TODO from the tests.
