Remove timeseries_collmod_test.cpp from bazel lint no targets exclusion

      Bazel linter normally flags files that aren't built, but excludes some. Now that 
      timeseries_collmod_test.cpp is in a target, we can remove it from the exclusion list (i.e. go back to enforcing it should have a target)
