After SERVER-78724, secondary nodes are failing to collect the $collStats metrics for config.{transactions, image_collection} because the aggregation command is now enforcing the ReadPreference stated by the operation. Because the opCtx used by FTDC uses the default ReadPreference, which is PrimaryOnly, secondary nodes are failing to run that aggregation locally.
