Currently the fuzzer tests (jstestfuzz) run on clusters that are configured without authentication.

We should skip those generic arguments which require internal authentication and which bypass the usual consistency controls (mayBypassWriteBlocking, versionContext) from the fuzzer tests, as otherwise they can create spurious inconsistencies and/or trigger tripwire assertions.
