Disable live restore testing in 8.1

      Live restore was in the middle of implementation when 8.1 branched off, which means a buggy implementation is available on 8.1.
      We've disabled the live restore configuration in WiredTiger, but before we can deliver that change we need to remove live restore testing in the server.
