Support downgrading from FCV 9.0 to 8.2 for EA/Community users

      There are currently plans to support FCV downgrade from 9.0 to 8.2 for EA/Community users. We will need to modify this logic to support this change.

      To note, we do not need to support this downgrade for Atlas users since 8.2 will be EOL for Atlas.
