Tests tagged with feature flag tags aren't being run in generated tasks in all feature flags variants. This was noticed in the case that the feature flag is in fully_disabled_feature_flags.yml and then is re-enabled by a suite, but it should be investigated if it happens generally as well. Tests tagged with that flag will be run in normal tasks, but not generated tasks. 

For example, the test cached_plan_trial_does_not_discard_work.js is run in the jscore suite but not in the replica_sets_api_version_jscore_passthrough though it should be running in both (for featureFlagSbeFull in the Amazon Linux 2 arm64 Atlas Enterprise SBE full variant).
