I noticed that some of the OWNERS files do not have a "*" filter. What happens in such cases if, say, a new file gets added, and it does not match any of the listed filters?

It would probably be a good practice to make sure there is a "*" filter at the beginning of every OWNERS file as a default fallback. We could probably assign the ownership of this filter to the team that owns most files in a given directory directory
