In the new promotion to sharded procedure, we will take the promote path if the replica set being added is the first shard in the cluster and there is user data present on the replica set.

This ticket is to update the coordinator to make these checks and to set a value on the coordinator document to tell the coordinator that it should use the promotion path from then on.
