This will be an alternative way to run the component smoke test suites to running it with bazel directly. It will have some user-friendly features like notifying the user when the task finishes, and also will run format before running tests. The goal is to extend the functionality of the script introduced in SERVER-103116, but to make it generic enough to run any of the smoke test suites besides replication as well.
