Server SDAM impl doesn't normalize hostnames to lower case

      Per the SDAM spec (https://github.com/mongodb/specifications/blob/master/source/server-discovery-and-monitoring/server-discovery-and-monitoring.md#hostnames-are-normalized-to-lower-case) we should be normalizing all server addresses to lower case to prevent unnecessary work rediscovering hosts. We do not do this today and fail the normalize_* SDAM spec tests.
