Need to change default search path for snmp config file on windows

      Currently the default search path for the snmp config file on windows is %HOMEPATH%\.snmp or snmp the build directory. This is not intuitive and also the %HOMEPATH%\.snmp does not help for services. It should be changed to look in mongod.exe directory.
