An idea would be to make the admin interface in xml + xslt (it will look like html). That way it's easier for scripts to parse the content of the admin section, whilst still making it readable in a browser. Apache Solr does this and it works nicely.

Although I haven't tried, a qualified guess is that it would take around 2-3 hours to set it up.
