Prevent mongorestore from restoring user data to a 2.6 system with 2.4 schema users

      The documentation states that after upgrading binaries to 2.6, the only supported way to modify users is by first upgrading the authz schema. mongorestore currently treats a 2.6 binary with 2.4 schema like a 2.4 binary, and happily restore users.
