At times we need to run script which require use to disable splits. This is something currently only possible at the connection and driver layers ( most drivers hide this).
We depend on SERVER-14121 so we can fix this issue later with any splits that were missed.
We should simply have a config.settings.autosplit=false as a setParameter would be per mongos and not cluster wide.
