Balancer shouldn't need to load the full config.chunks every time

      At the start of the balancer round, the balancer loads the entire config.chunks for every namespace. It should use the cached metadata instead.

      Note: Currently, the cached metadata does not contain the up to date information on which chunks are "jumbo".
