Regression test for allocator fragmentation

      We need a new regression test related to allocator fragmentation. The test should monitor the peak fragmentation experienced by TCMalloc on a particular workload known to cause significant fragmentation.

      Pass/fail criteria depends on measurements before/after our TCMalloc tuning changes.
