LDAP: pick servers based on proximity

      When multiple ldap servers are provided in 3.4+, we should be able to pick the closest one based on the latency (akin to the $nearest read pref in our drivers). This will allow our users to have consistent mongodb configuration for cross-geo LDAP deployments .
