Have resmoke.py log its command line arguments before running any tests

      The changes from SERVER-28440 split the resmoke.py invocation across multiple lines to aid in readability in the etc/evergreen.yml project configuration file. However, it has made it more difficult to copy the resmoke.py invocation from the Evergreen task logs. We should have resmoke.py log its command line arguments before running any tests to avoid any complexities with reasonable the usage of bash variables and Evergreen expansions in the "run tests" function.
